SOS Children’s Villages UKRAINE registered as a non-profit development organization working in Ukraine since 2003, is recruiting NATIONAL ADVOCACY ADVISOR as a full time employee, who will be based in the National office in Kiev. Charity Foundation SOS Children’s Villages Ukraine was established according to the agreement between the Government of Ukraine and SOS Kinderdorf International, which has a worldwide social and community projects in more than 130 countries. SOS Children’s Villages UKRAINE is a social development organization focussing on the care and support of children without parental care and those at risk of losing it. In Ukraine we have facilities and projects in Kiev, in Brovary, and also will spread our activity to Lugansk.

MAIN TASKS AND RESPONSIBILITIES
1. Lead and coordinate child rights advocacy and related partnership activities in the country.
2. Develop advocacy direction of the National Association (assessment – gap analysis, strategy,
planning, monitoring and evaluation.
3. Propose strategic goals and participate in the development and implementation of the National Plan
in the area of advocacy.
4. Lobby for sufficient resources for carrying out the advocacy work.
5. Develop, implement and evaluate different kinds of advocacy work (promote SOS policies and care
quality standards, public campaigns, building alliances, mobilise and participate, etc.)
6. Regularly conduct and/or coordinate internal and external analysis on the situation of children’s rights
in the country (on a child rights based approach) and share/make their outcome known and available
to other national staff concerned
7. Identify capacity building needs of the NA staff in child rights, advocacy, etc. and set-up/facilitate
national training processes accordingly. In particular, build internal capacity for advocacy
around “children without parental care or at risk of losing this care”.
8. Ensures that the set goals under her/his responsibility are reached
9. Provides expertise to the National Director
10. Participate and keep contacts with NGO networks that work in the field of guarantee of the best
interests of children
11. Being active in relevant forums with the aim to advocate on behalf of the organisation for the rights of
children at risk of losing the care of their family.
12. Promote the programs of SOS Children’s Villages Ukraine.

MINIMUM QUALIFICATIONS, EXPERIENCE AND SKILLS
- higher education in social sciences (political sciences, development studies, international relations) –
also to be considered: background in child welfare, pedagogy, psychology or other relevant
qualification and previous experiences.
- 2-3 years working experience in the social development, child or human rights NGO sector, the UN, the
EU, or other relevant experiences.
- excellent knowledge of Ukrainian legislation in the sphere of child or human rights; international and
European in the above named sphere.
- previous experience in designing and carrying out advocacy work (advocacy planning, campaigning),
preferably in the field of children’s rights.
- commitment and ability to anchor advocacy in the culture, structures and systems of a programme-
based organisation.
- good knowledge on child welfare and protection issues (ideally experience in De-institutionalisation
processes), Child Rights and the UN monitoring system of the Convention on the Rights of the Child.
- excellent spoken and written English.
- computer literacy (MS Office).

PREFERRED ADDITIONAL CRITERIA
1. Age up to 45
2. Work experience on a leading position in the Ministry of Ukraine for Family, Youth and Sport, Ministry of
education, NGO of child or human rights is a big plus.
3. Good knowledge on issues related to the United Nations, the European Union system, the Council of
Europe, the OSCE and on the functioning of the “civil society” in the country/region, or willingness to
learn about these issues.
4. Will and ability to cope with flexible working hours and to travel occasionally.
